The famous nocturnal Hex hatch of the Midwest (and a few other lucky locations) stirs to the surface mythically large brown trout that only touch streamers for the rest of the year.

27" brown trout, my largest ever. It was the sub-dominant fish in its pool. After this, I hooked the bigger one, but I couldn't land it.

Included in the stimulus bill being debated in the Senate right now are

$20 million for the U.S. Fish and Wildlife Service to remove small and mid-sized fish barriers

Those of you who know about these sort of things, how will this affect trout fishing?
