This one pretty clearly keys to Kogotus, but it also looks fairly different from specimens I caught in the same creek about a month later in the year. With only one species of the genus known in Washington, I'm not sure about the answer to this ID.

It is reported to be the most abundant species of the genus in Wyoming.In 76 records from GBIF, adults of this species have mostly been collected during July (25%), June (22%), August (18%), April (11%), September (8%), and May (7%).
In 54 records from GBIF, this species has been collected at elevations ranging from 394 to 10587 ft, with an average (median) of 6959 ft.
